In qpid-config --help, the usage text contains the following section:

  Options for Adding Queues:
    --cluster-durable   The new queue becomes durable if there is only one
                        functioning cluster node
    --file-count=<n>    Number of files in queue's persistence journal
    --file-size=<n>     File size in pages (64Kib/page)
    --max-queue-size=<n>
                        Number of files in queue's persistence journal
    --max-queue-count=<n>
                        Number of files in queue's persistence journal
    --limit-policy=<policy>
                        Action to take when queue limit is reached


Note that the help text for --max-queue-size and --max-queue-count is incorrect.

max-queue-size is the maximum size, in number-of-messages, that a queue may grow to.

max-queue-count is the maximum size, in total payload octets, that a queue may grow to.

Reopening this bug...

The following text in the usage/help is incorrect and misleading:

Examples:

$ qpid-config add queue q
$ qpid-config add exchange direct d localhost:5672
$ qpid-config exchanges 10.1.1.7:10000
$ qpid-config queues guest/guest@broker-host:10000
================================

This text suggests that the URL is an argument when it is an option (-a)

The help content issue has been fixed, tested on RHEL5.6 / 6.1 i[36]86 / x86_64 on packages:
  qpid-tools-0.10-5.el5.noarch
  qpid-tools-0.10-4.el6.noarch
