Description of problem: I had loaned https://beaker.engineering.redhat.com/view/dell-pe1950-05.lab.bos.redhat.com to user jeder who is not in any of the groups allowed to use the system. When he submitted his job, he received a 'Recipe ID 139916 does not match any systems' error. I added him to one of the groups and his test was resubmitted. This time it worked.

1. loan system with group restrictions to a user not in one of the groups

Actual results: test fails with 'Recipe ID xxxxx does not match any systems'


Expected results: user should be able to use system regardless of group restrictions if it is loaned to them
