always

Steps to Reproduce:
1. Enable first Alt_Gr support using gnome-keyboard-properties
2. use any indic inscript map and try to type using <ALT_R + 4>
3.
  
Actual results:
using inscript keymaps only, unable to type Rupee sign using <ALT_R + 4>

Expected results:
using inscript keymaps only, should be able to type Rupee sign

m17n-contrib-1.1.12-5.fc15 has been submitted as an update for Fedora 15.
