we have decided to 

1. remove the sasl DB from the distribution by modifying the spec file.
2. change the conf file to not refer to it.
3. modify the documentation to explain how users can set this up themselves.

this replaces BZ 692045

Also need to ensure that there are no unforeseen issues in end-user experience, e.g. running examples etc against the qpidd service.
