Description of problem:
yum-groups-manager will use the default /etc/yum.conf, regardless of whether an alternate configuration is specified on the command line

# yum-groups-manager --version
Manage yum groups metadata version 0.0.1

1. yum-groups-manager -c alternate_yum.conf ...

Actual results:
yum-groups-manager uses default /etc/yum.conf

Expected results:
yum-groups-manager uses alternate_yum.conf

Additional info:
the code (/usr/bin/yum-groups-manager) contains two calls to doConfigSetup, first without the configuration file specified, then with/without as appropriate:
    initnoise = (not opts.quiet) * 2
    yb = yum.YumBase()
    yb.doConfigSetup(debuglevel=0, errorlevel=1)
    if opts.conffile:
        yb.doConfigSetup(fn=opts.conffile, debuglevel=initnoise,
                         init_plugins=opts.plugins)
    else:
        yb.doConfigSetup(debuglevel=initnoise, init_plugins=opts.plugins)

Commenting out the "yb.doConfigSetup(debuglevel=0, errorlevel=1)" line fixes the problem, and allows the use of a configuration file specified on the command line.

Since RHEL 6.1 External Beta has begun, and this bug remains
unresolved, it has been rejected as it is not proposed as
exception or blocker.

Red Hat invites you to ask your support representative to
propose this request, if appropriate and relevant, in the
next release of Red Hat Enterprise Linux.
