Description of problem:
passthrough a pci device,the VM can't start

How reproducible:
always

Steps to Reproduce:
1.virsh edit a guest
  <hostdev mode='subsystem' type='pci' managed='yes'>
      <source>
        <address domain='0x0000' bus='0x01' slot='0x00' function='0x0'/>
      </source>
    </hostdev>
2.Start the VM. 
3.The VM can't be started
error: Failed to start domain cdrom_test
error: Timed out during operation: cannot acquire state change lock

After I restart libvirtd,it can work well now.
If I meet the same problem later,I will reopen this bug.
