Description of problem:
yum plugins for product-id and subscription-manager are not loading

Version-Release number of selected component (if applicable):
[root@jsefler-onprem-5server ~]# rpm -q subscription-manager
subscription-manager-0.95.5.5-1.git.17.0109842.el5


How reproducible:


Steps to Reproduce:
[root@jsefler-onprem-5server ~]# yum repolist
Plugin "product-id" can't be imported
Plugin "subscription-manager" can't be imported
Loaded plugins: rhnplugin, security
This system is not registered with RHN.
RHN Satellite or RHN Classic support will be disabled.
file://var/cache/yum/rhel-x86_64-server-5/repodata/repomd.xml: [Errno 5] OSError: [Errno 2] No such file or directory: '/cache/yum/rhel-x86_64-server-5/repodata/repomd.xml'
Trying other mirror.

^^^ Expected these plugins to load:
Plugin "product-id" can't be imported

Verifying Version...

subscription-manager-0.95.5.18-1.el5

[root@jsefler-RHEL57ServerBeta12 ~]# yum repolist --disablerepo=* --enableplugin=*
Loaded plugins: product-id, rhnplugin, security, subscription-manager
Updating Red Hat repositories.
This system is not registered with RHN.
RHN Satellite or RHN Classic support will be disabled.
repolist: 0


^^^ Expected sm plugins product-id and subscription-manager are now loading.
