Description of problem:

When user has resource that are using large percentage of CPU (or memory, etc.), the percentage itself cuts into the space reserved for the bar chart, reducing its size.  This is particularly noticeable when you have multiple  resources.

Steps to Reproduce:
1.  Register multiple resources against JON.  Assure one or more of these is under a heavy load.
2. Reports > Platform Utilization
3. View results.
  
Actual results:
Platforms whose resource permissions are high-percentage end up squishing the bar chart.

Expected results:
Padding to take into account larger #s
