A repo can't be deleted if it's still associated with a CDS. A repo can't be unassociated from a CDS if the CDS is down. So you're stuck.

I talked about this with Jeff and the idea is to move the unassociate functionality into the repo delete and do a best try. Repo delete will now return a list of which CDS instances were successfully unassociated and which weren't; regardless, the repo will still be deleted from the Pulp server.
