Description of problem:

1. After manually deactivation/activation ( Fn+f2 ) of device, it stays disabled. (Device is not enabled after boot also)

2. "hciconfig hci0 reset" from command line enables device again.

How reproducible:

Always


Steps to Reproduce:
1. Manually deactivate/activate bluetooth device (Fn+f2 in my laptop)
2. Bluetooth disappears. 
3. hciconfig hci0 reset, enables bluetooth device again.
  
Actual results:

Device needs to be reset via command line every time.

Expected results:

Enabling of device should be done automatically once activated.
