Description of problem:

I think most people use clone feature when create a test case rather than create one from scratch. The Current UI does not allow user to clone from the selected test case. The work-flow to clone a single test case now is

- Un-select all test cases[1] and select the test case[2] and scroll up to clone operation[3] 
- Edit the test case[1] and save without modification[2] and click 'Clone Case'[3]

Why don't we have Clone in 'Actions' to reduce time.

We are not thinking to add this because we wanted it to be consistent. Most of users are doing fine with what it is now, duplicating that access in another place will thus duplicate codes, as well as reducing the usage of the original access. Trading with that little connivence isn't just worth it.
