Description of problem:
"man useradd" reads:
-M
    Do no create the user´s home directory, even if the system wide setting from /etc/login.defs (CREATE_HOME) is set to yes.

Did you mean:
    Do not create the user´s home directory, even if the system-wide setting from /etc/login.defs (CREATE_HOME) is set to yes.
