Description of problem:
Moving the Operations or Alerts portlet between LHS and RHS of Activity dashboard causes copying of existing buttons. 

Version-Release number of selected component (if applicable):


How reproducible:
Every time.

Steps to Reproduce:
1. Navigate to Resource>Activity with the Operations portlet available or add it.
2. Begin to move the Operations portlet from LHS to RHS and back until reproduced. 
  
Actual results:
Duplicate buttons are created during the move.
"Delete" "Force Delete" "Delete" "Force Delete" ....

Expected results:
Button count remains constant.

Additional info:
With F5 refresh the initial and correct button count is restored.

The portlets themselves don't need to be moved in between columns but just moved up/down to cause a redraw/resize to occur.
