Description of problem:
System won't boot if Luks passphrase is not entered soon enough, i.e. if password is entered during some disk activity, then everything is OK, but when user is not by the computer and passphrase is not entered immediately, the computer never finishes the boot.

Version-Release number of selected component (if applicable):
$ rpm -q systemd
systemd-24-1.fc15.x86_64

How reproducible:
Always

Steps to Reproduce:
1. (Re)start your computer.
2. Wait at Luks passphrase prompt until the disk activity stops.
3. Enter the password.
4. Boot continues for some while, but never gets out of boot screen.

Actual results:
Computer won't boot.

Expected results:
Computer has to boot no matter when I enter Luks password

Additional info:
Note that restart using Ctrl+Alt+Del is possible and that is the content of attached messages log, i.e. boot until restart
