Steps to repro
verify webqa url in rhsm.conf 

Expected Result : 
Following entry should available in rhsm.conf 
hostname = subscription.rhn.webqa.redhat.com

Actual Result : 
Following wrong entry present in rhsm.conf 
“hostname=subscriptions.rhn.webqa.redhat.com”

In my opinion, the default rhsm.conf file should always be configured for the production environment as indicated in bug 676017.  If we want to change it after an install to point to webqa for testing, then that can be done manually.

repo_ca_cert = %(ca_cert_dir)sfakamai-cp1.pem

beav: ^^^ I believe this should also be changed to: 
repo_ca_cert = %(ca_cert_dir)sredhat-uep.pem
