Description of problem:
I've tried installed condor-win-7.6.1-0.2 over 
$condor_version.exe
Condor 7.4.5 Jan 24 2011 

and installer doesn't detect this previous version.

Windows XP 32 SP3+
condor-win-7.6.1-0.2

How reproducible:
100%

Steps to Reproduce:
1. install old version
2. install condor-win-7.6.1-0.2
3. installer doesn't detect previous version
  
Actual results:
installer doesn't detect previous version

Expected results:
installer will detect previous version

Will skip input options if upgrade detected, but you can go back and modify if needed.

Tested on all supported OS versions x x86_64/i386 and it works. --> VERIFIED
