Description of problem:
Feature request for editing a batch of cases' Category, instead of edit the case's category one by one. Just like we can edit a batch of cases' tag, component, priority and so on.

this bug postpone from 3.5 to 3.6

Verify version 3.6.0-1 on englab - FAIL 

Steps:
1.Click to any test plan. Ex.https://tcms.englab.nay.redhat.com/plan/4607/
2.Select some cases
3.Click Category
4.Select the target category
5.Click select button

Actual result: 
Pop-up "Permission denied - change", Unable edit cases category by batch.

Added required Feature: editing a batch of cases' Category. Just like we can edit a batch of component.

The bug is fixed,remove the "Permission denied -change",the plan owner enable to editing a batch of cases' Category now. Any problems, please feel free to reply, thanks.

Verify version 3.6.0-2 on englab - PASS

Steps:
1.Click to any test plan. Ex.https://tcms.englab.nay.redhat.com/plan/4607/
2.Select some cases
3.Click Category
4.Select the target category
5.Click select button

Actual result: 
Work well.
