Description of problem:

The topic tool when given a path that does not exist validates that the top level directory is valid (Concepts/, Tasks/, References/) but does not perform further validation.

The tool should be updated to only create directories in this fashion where either a command line switch (say -p) was provided OR if it was not, prompt the user.
