Description of Problem:
Getting the following on a 7.3 -> Milan-re0725.nightly upgrade:

Upgrading file-roller-1.107-1.
OMF file [/usr/share/omf/gnome-user-docs/gnome-users-guide-C.omf] does not
validate against ScrollKeeper-OMF DTD:
/usr/share/xml/scrollkeeper/dtds/scrollkeeper-omf.dtd
Unable to register /usr/share/omf/gnome-user-docs/gnome-users-guide-C.omf
OMF file [/usr/share/omf/gnome-user-docs/glossary-C.omf] does not validate
against ScrollKeeper-OMF DTD: /usr/share/xml/scrollkeeper/dtds/scrollkeeper-omf.dtd

And it goes on and on for some time.  As a side note, I'm getting the same
messages on upgrades of the following packages:
- gnome-games
- gnome-applets
- gdm
- galeon

but I'm not going to log bugs against those, as I suspect that it's the same thing.

Well, this is close to unfixable. When you install these packages they run
scrollkeeper-update. 7.3 has a bunch of invalid scrollkeeper files. There's no
way to install all the packages with fixed scrollkeeper files, before any
packages that run scrollkeeper-update.

You could add a Conflicts to scrollkeeper for the older versions of the packages.

scrollkeeper 0.3.10-4 should conflict with these packages and thus avoid the
warnings.

With scrollkeeper scrollkeeper-0.3.10-5, I still see omf errors in upgrade.log
with several packages, with both 7.2 and 7.3 upgrades:

Looking at the upgrade.log, I see that scrollkeeper-0.3.10-5 is being installed
*before* these packages despite the conflicts:

This is just going to be one of those things we can't fix on an upgrade. 
Unfortunate, but that's the way the world works.
