Description of Problem:
When starting eog without an image and then opening an image (one of the images
in /usr/share/backgrounds/images/ works nicely for this), the open/close/in/out
text dissapears. The buttons are still active however, and after use do display.

How Reproducible:
100%  (in 2 tries)

Steps to Reproduce:
1. run eog without an image argument either from command line or launcher
2. open image from within eog


Actual Results:


Expected Results:
open/close etc appear fine when started with an image option on command line and
used to open a new image

Playing with this a bit more on a fresh (re0731) install. This happens when the
tool bar preferences are set to text only and not when the default.
