Description of problem:
The top-right corner menu has options only for suspend and logout.

F15 Beta

How reproducible:
always

Steps to Reproduce:
1. install, create user, give that user admin role
2. login
3. try to shutdown the PC
  
Actual results:
No option available for shutdown (power off).

Expected results:
You should be able to power off the machine.

Additional info: Forcing the user the wait for logout to complete, and then find the power off option on the login screen is not acceptable.

You have to hold down the Alt button while using that menu to see the power off option - see https://bugzilla.gnome.org/show_bug.cgi?id=643457 for the long discussion.
