Description of problem:
I would like to explicitly create workspaces to segregate my work.  The way things stand today, it seems as though new workspaces are created once the current one fills up.  Except, the behaviour isn't exactly predictable (by me) for my current dual monitor setup (one monitor is the laptop, the other is an external display connected via vga).  Even though my external display fills up, I still don't get a new workspace.

It's by design. You always have extra workspace on your main monitor (you don't need to "fill" each one, opening a single window is enough) and you don't have workspaces on your secondary monitor.
I think there is a gsettings key that enables having workspaces on both monitors and not only the main one.
