Description of problem:
There aren't permissions to add "classification", "products", "versions" in the version of tcms-stage.

Version-Release number of selected component (if applicable):
3.3-4

How reproducible:


Steps to Reproduce:
1.Click the "PLANNING" menu.

2.Click the "New Plan" submenu.

3.Click the "Add Product" or "Add Product Version" label.
  
Actual results:
Jump to the  new page "Permission denied".

Expected results:
Jump to the  new page "Create New Test Plan".

Last week I am cleanningup the products in TCMS  and plan to close the permission of adding new products, because there were many products not standardized .
So I make test on stage server. 
Still need some improvement before close this permission , as you meet when creating new plan .
so I open it just know.
