Description of problem:
when cancelling a sync that has previously been cancelled, the response body is empty to the api caller:

expecting json error details.

The server is reporting a '204', which means the client shouldn't update its view of the resource or, in this case, that the task's state didn't change

We can revisit this bug if someone comes up with a more appropriate rest response for this situation.
