Description of problem:
If a file transfer is running in a window, and file browser is another window, and you close the file browser window, any attempt to open the file browser again just causes the file transfer progress window to pop to front. this means you cant get to look at files without cancelling transfer

How reproducible:
follow the steps?

Steps to Reproduce:
1. open nautilus and start a file transfer (one that takes an inconveniently long time)
2. close original window with all the files so just the file transfer window is showing
3. try and open up nautilus before the file transfer is complete
  
Actual results:
file transfer window pops up

Expected results:
new file browser window appears

Additional info:
pretty annoying but easily avoidable

I just noticed this happens with firefox also when downloading files then trying to open a window.
is this maybe a bug with gnome rather than specifically nautilus?
