I found this problem on x86_64 arch. It seems that rspam plugin was built for a previous version of evolution (2.92) instead of the one in Fedora 15 (3.0):

[root@sutty ~]# rpm -qil evolution-rspam
Name : evolution-rspam
Version : 0.2.0
Release : 1.fc15
Architecture: x86_64
...
Source RPM : evolution-rspam-0.2.0-1.fc15.src.rpm
Build Date : 2010. dec. 17., péntek, 20.23.10 CET
Build Host : x86-11.phx2.fedoraproject.org
Relocations : (not relocatable)
Packager : Fedora Project
...
/usr/lib64/evolution/2.92/plugins/liborg-gnome-sa-rspam.so
/usr/lib64/evolution/2.92/plugins/org-gnome-sa-rspam.eplug
...

Thanks for the investigation. I built an update for Fedora 15 which is done against current evolution, though I just realized you have the 0.2.0 version, which is "old" in a sense that this is fixed with 0.3.0-1 built almost a week ago, and waiting in updates-testing.

Lucian, I'm sorry I overlooked your update and did an unnecessary commit in evolution-rspam.
