I'm unable to update wireshark:

Error unpacking rpm package wireshark-1.4.6-1.fc15.x86_64
error: unpacking of archive failed on file /usr/sbin/dumpcap: cpio: cap_set_file

I have root filesystem on nfs (v3)

To be honest I am not sure I am able to help you - Fedora is getting rid of various suid binaries and other stuff with escalated privileges in favour of Linux capabilities...

Wireshark itself can work without these capabilities, it's just up to rpm to allow installation of such packages (and up to you to set up suid, sudo or similar measure after the installation).
