If the user configured Condor as an AviaryScheduler, the system could fail to activate. This happened because the AviaryScheduler did not depend on the BaseScheduler. With this update, the AviaryScheduler depends on the BaseScheduler and the configuration with the AviaryScheduler feature is activated successfully.

Description of problem:
The AviaryScheduler feature should have deps similar to the ConsoleScheduler, but instead has no deps on a scheduler of any kind.  Installing the ConsoleScheduler feature will allow a successful activation that won't necessarily be functional since there is no dep on a Scheduler.

Added dep on BaseScheduler to AviaryScheduler

Tested on RHEL 5.7/6.1 x x86_64/i386 with condor-wallaby-base-db-1.14-1 and the dependecy is there. -->VERIFIED
