Description of problem:
If I'm registering with activation key which have some package configured for installation, package is not installed.


Version-Release number of selected component (if applicable):
Tested against Satellite 5.3.0 and 5.4.1
On client: up2date-4.9.1-29.el4.x86_64
           rhnlib-2.1.4-17.el4_8.1.noarch


How reproducible:
always (tested on one system)


Steps to Reproduce:
1. In satellite WebUI create activation key "1-aaaaaaaaaaa" and add "zsh"
   to be installed:
   Systems -> Activation Keys -> <your_key> -> Packages
2. # rpm -q zsh
   package zsh is not installed
3. # rhnreg_ks --force --activationkey=1-aaaaaaaaaaa
4. # rpm -q zsh


Actual results:
package zsh is not installed


Expected results:
package gets installed

rhel4 is eol. if you can reproduce it on rhel5, please reopen and change
component
