Description of problem:

Currently, with our use of Grinder, packages are not committed into Mongo DB until last step in sync process.  This means that if the sync operation is interrupted for any reason (cancel, file system full, etc) the packages will exist on the server f/s, but not in the DB.  Therefore when the repo is deleted, the f/s content will remain.

I think we should look into updating the Mongo DB as each package is downloaded and dropped onto the f/s.  This would be a Grinder change.
