Description of problem:

Is it feasible to add Hold/Remove/Release actions at the submission level, which would appy to all jobs in the selected submissions?

This would be directly analagous to the existing actions available on selected jobs within a submission.

Note: For submissions that are DAGs, rm of the condor_dagman will remove all the jobs in the DAG. This is actually preferred to rm'ing each job along with dagman. Hold/release of dagman do not have this same behavior.

MRG-Grid is in maintenance and only customer escalations will be considered. This issue can be reopened if a customer escalation associated with it occurs.
