Develop a prototype two-column layout

The left hand column will contain view rotation navigation, and perhaps also a "return to the root of the current dimension" on nav pages
The right hand column will contain the traversal links for nav pages, and the topic itself pus the traversal links for topic pages

It will need to be done in css, and I'll have to investigate using "role" or some other attribute to pass information to the html/css output.
