The glibc-kernheaders package provides that:

<timp@ragnarok:i386>: rpm -qp --provides glibc-kernheaders-2.4-7.14.i386.rpm
warning: glibc-kernheaders-2.4-7.14.i386.rpm: Header V3 DSA signature: NOKEY,
key ID db42a60e
kernel-headers = 2.4.2
glibc-kernheaders = 2.4-7.14
