net-snmp respond to the SNMPv2C GetRequest with error community type

Description of problem:
net-snmp respond to the SNMPv2C GetRequest and GetNextRequest with error community type field or RequestID type or RequestID Value or Error-status type or Error-index type.

Hi Karel,
  I have re-test it with net-snmp-5.3.2.2-13.el5 and it passed. The test result can be seen in http://focus.bne.redhat.com/~xhu/SNMP-MIP/Conform/RHEL5u7-alpha/ct-snmpv2c-ag-1.1.0-RHEL5.7alpha-20110513/AG/index.html
