I wanted to update this bug in case anyone else has run into it. After some research and a bunch of testing, we've found that setting pcie_aspm=off in the kernel parameters fixed this particular issue. We've now testing for more than 2 weeks on two different servers and have no encountered the issue again after the para was changed. We still believe that there's a bug, but this very effectively solves the issue for us. FYI. Regards.
