Reproduce:
1. Select to edit a Concept topic when logged in as Writer.
2. In the tags screen, change the Topic Types from Concept to Reference.
3. Update the topic.

Actual Outcome:
The topic is now marked as both Concept and Reference.

Expected Outcome:
The topic is only marked as a Reference.
