Description of problem:
In order to support hotplug of virtio serial channels, it is neccessary to be able to hotplug/unplug chardevs. This requires two new QMP commands

  chardev_add  CONFIG
  chardev_del  ID

With 'CONFIG' being the same set of args available to the -chardev command line arg.
