SELinux is preventing /usr/bin/who from 'read' accesses on the file utmp.

If you believe that who should be allowed read access on the utmp file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep who /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

I'm still seeing this bug with a later selinux policy revision.  Below is a warning I got today.  I think that these are happening every time procmail tries to process an incoming email.
