Description of problem:
nm-applet will not start when restarting dbus and NM. See Steps to reporoduce.

Version-Release number of selected component (if applicable):
NetworkManager-0.7.0-13.el5

How reproducible:
100%

Steps to Reproduce:
1. service NetworkManager stop (nm-applet icon disappear, this is correct)
2. service messagebus stop
3. service messagebus start
4. service NetworkManager restart
  
Actual results:
nm-applet icon will not appear after restat

Expected results:
nm-applet should appear after restart

I think the answer here is "don't restart dbus" because we consider dbus a core component of the system, and a lot more than nm-applet can break if you do...  we don't expect things to survive a dbus restart upstream most of the time anyway, though we try to handle it if we can.  I don't think this is critical enough to make a RHEL5 update given that dbus shouldn't be restarted  manually during normal operation.
