THe debugging metadata (View in Skynet, Built by Skynet Version) and the Report a Bug link do not appear in html output pages when topic content exists.

It shows up when there is no topic text.

The debugging links are written into the Docbook by Skynet in both cases, but it looks like it is put in an additional <section> when there is topic content, and this section doesn't make it on to the same html page in the output.

The Navigation shows up in the build, but the "Report a Bug" and "Built with
Skynet Version" do not.

Too many "hanging sections"?

This is due to publican chunking on section.

Once 706240 is resolved, check to see if this problem maps one-to-one with topics that have nested sections.

Sub-sections are now disallowed by the Rocbook DTD. Reopen if the problem is not solved by this modification.
