NOTE: One additional step must be done in the example code from Comment 1 to invoke the inconsistency on the queues. The capacity limit of the queue c must be reached. It can be done by sending some more messages to the amq.topic exchange after the step 5. ie. step 6.) repeat step 4 This issue has been fixed.
