Description of problem:

 virt-manager fails to start if the locale is not installed or doesn't exist, rather than reverting a a fallback locale

How reproducible:
Always

Steps to Reproduce:
1. Call virt-manager with a non-installed locale, for instance "es" (I think that this one doesn't exist, the proper one is es_ES)
2. LANG=es virt-manager
  
Actual results:
The following message is shown:
locale.Error: unsupported locale setting


Expected results:
I would expect virt-manager to start in a fallback mode, with C locale.

But just closing UPSTREAM since this minor issue isn't doesn't really impact enough to track for fedora.
