How reproducible:
100%

Steps to Reproduce:
1.Start VM with 4 ide disks ,7 virtio disks and with -boot menu=on (CLI will be attached)
2.after VM start ,press F12 for boot menu (referring to screendump)
3.trying to choose 12. gpxe (PCI 00:03.0)
  
Actual results:
no way to choose boot from gpxe in boot menu

Expected results:
shoule supply a way to choose the boot device whose count is larger than 9.
