Description of problem:
When I ran preupgrade the first time, only a handful of packages where upgraded, only from rpmfusion.

Subsequent runs exited immediately.

After removing all the fc15 packages and returning rpmfusion to fc14, running preupgrade exited with only rpmfusion upgrades.

The contents of /root/upgrade.log are:

Who cares about updating Fedora, right? RedHat doesn't pay to fix that.
