Description of problem:
Even though abrt supports configuring bugzilla account when run without set account it suggest to modify some file in /etc/abrt/plugins

Version-Release number of selected component (if applicable):
abrt-2.0.2-5.fc15.i686

Steps to Reproduce:
1. Clear settings
2. Try to report a bug to bz
3. 
  
Actual results:
Use /etc/abrt/whatever

Expected results:
Open dialog for configuring bz account

Fixed.

1. gui asks if the configarion is empty
2. if user persist to continue with empty password it fails with message:

Empty login or password, please check your configuration
