Description of problem:
Satellite Sync attempts to push monitoring scouts.

Steps to Reproduce:
1. Activate your Satellite
2. Enable monitoring on Satellite Web
3. `satellite-sync -c blahblah'
  
Actual results:
03:00:07 Retrieving / parsing channel-families data
03:00:09 channel-families data complete
Pushing scout configs to all monitoring scouts
03:00:11 

Expected results:
No push during a single sat sync. Monitoring entitlements should not 
change during a sat sync.
