Description of problem:

There is need to document Priority queue fairshare sub-feature / behavior.

The bug 683594 requests documentation of Priority queue feature, but fairshare sub-feature was rejected with suggestion of new docu defect.

The target of this defect is to provide necessary info about Priority queue fairshare sub-feature, including bug 683594, comment 4.
