This seems to be triggered by starting with an empty extended partition and adding partitions on top of it. I'll take a closer look shortly.

I was able to reproduce this issue by using the Windows 7 built-in disk management tool to shrink the NTFS parition, leaving the rest as "unallocated", and then telling Fedora to "use free space" to install.
