Since we now know where all topics are stored - in EAP6; and also know what their name is - [Topic.ID].xml:

Can we test for the existence of a svn source xml and include it even when the Topic.svnurl has not been set?

Essentially we could deprecate the use of Topic.SVNURL.

The downside is that we lose the ability to report "percentage of topics in draft state" by querying for "topic.svnurl is not null && topic.written is null".

So we need to look at reporting draft state somehow. Triggered by topic commit?

Topics are now in the database, so this is no longer an issue.
