Description of problem:
when presto plugin is enabled AND a new package is being installed, yum will download prestodelta data

Version-Release number of selected component (if applicable):


How reproducible:
everytime

Steps to Reproduce:
1.enable yum presto plugin
2.install a fresh new package
3.watch while yum downloads presto delta data for a fresh new install
  
Actual results:
precious bandwidth is used


Expected results:
presto should understand that it is meant only for packages that is already installed and since this package is not, the delta data will not be downloaded
